x-10 and t-5 light

Can someone tell me why my t-5 strip blinks when it is plugged into an X-10 outlet? When the aquacontroller turns off the outlet, the t-5 blinks once about every second.
 
Have you tried this... (extracted from the manual)

Problem:
Compact florescent lights turn on when it is suppose to be off. Every other controlled device works correctly

Possible cause:
The standard control modules have a feature called local control, which causes the control module to turn on if the input impedance changes.

Possible solution:
Plug an additional load into the control module controlling the lights.
OR
Disable local control in the control module.
 
This is an appliance module. I don't know how to disable "local control". There's no obvious way on the device. Also, I switched with a different brand device and the same thing occurs.

Adding a second load to the device does correct the problem, but that solution is not really desirable.

Any other ideas on the "local control"
