rodi: Auto Shut off Valve broken = High TDS??

Has anyone experienced an ASV causing about 200+ TDS to be added to the RO membrane TDS out reading before DI?  I went piece by piece on my RO system, and when I bypass the in only of the ASV, my mysterious 250 TDS coming out of my membrane drops to 8, put it back on up to around 250.  Strange....any thoughts?  
 
Yeah that would be great.  He's an expert at RODI.Well I took apart the auto shut off valve apart and cleaned it by just running tap water over all its internal parts.  It brought the tds coming out of the membrane down to 8 vs 250 so that did help.  Now I have a new problem.  My water is coming out of my system at 1 gallon of good water to 4 gallons of waste water in 1 hour .  I would have expected a 75 gpd membrane with 45 psi going in to produce 3 ish gallons per hour?  Am i missing something?
