You still have the silicone between the two panes of glass. I wouldnt be too concerned.
 
I'd tell him to quit running the magfloat over the silicone or it will leak. Gotta razorblade or credit card those edges.
 
The seal is the silicone in between the 2 glass panes. The silicone in the corners that your float hits and has stuff growing on and under is to protect the actual seal. No real danger going on but next time he has the tank down he can carefully scrape out the stuff in the corners with a razor blade and replace it pretty easily. Just don't ever take the razor blade between the glass panes or you will damage the seal.
