Puffer disease Help!!! Please

Hi! I just purchased this puffer a week ago and it is developing some kind of disease or something. I will try to post pictures but I really need help saving him. I lost a dogface puffer two weeks ago with the same type mark that developed. I have a 150 gallon tank that has been set up for 7 months. Nitrite and ammonia are at 0. Nitrate is at 40 ppm. Salinity is 1.023. Please help.
 
Lost a puffer over xmas to the same thing..if I see it right it is an ever increasing white patch. Also your tank looks fish only, I don't think your nitrates are to high for the puffer, but that starfish in the background won't like it. I wish I knew what the disease is. I just added a new puffer and he is fine, but I am always watching.

I had a bad ich problem and had to run my display fallow of fish for 30 days to fix and treat my fish with copper. If there was something in my tank it prolly was purged during that 30 days with no host.
