Nova Extreme with fried ballast....(I think)

I have a 36" T5 for my 65 tank. A year ago one end got, let's say "submersed" in the tank...since then one set of bulbs has not come on, but the other has. The lights are switched separately. I did swap bulbs around but the same set won't come on. I'm thinking a ballast probably fried -anyone know if in fact there are 2 ballasts in these units? What would a good replacement be? If not the ballast what other components might have fried?

Above is a link to the ballast. Sounds like the ballast is the problem but I guess something else could have fried such as the switch. I'm not sure how much trouble it would be but you could open the thing up and switch the ballasts around and see if that changes which bulbs work. I replaced a power compact ballast in my Current hood and it was simple to do.
