Help Using old equipment

Hello,

I am going to use a used power head to get flow in my tank. Is it safe to just rinse with water before I put it into my tank? It has not been used in 4 years.
 
If you know that it was put away CLEAN then yes ...you'd be good to go. If unsure, then I'd run it in vinegar then be soaking in vinegar, then brushing ... then dip in bleach/ water solution and rinse good. Final rinse(s) in rodi and running in the rinses as well..
