Feeder shrimp (not brine)

At the doctor fosters website, they sell 'feeder shrimp.' These look like small brown regular pepermint shrimp. Has anyone ever tried to breed these?
 
I purchased 20 on the last GB. This is my 2nd batch of naupulii I'm trying to raise. The 1st batch was unsuccessful. The 2nd batch is dwindling. I'm feeding them DT Phlankton and dried minced bloodworms. I'm looking for someone with experience of raising shrimp to help me out.
