Not abnormal, but not desireable. It is an indication of excess nutrients built up in your system. It could also indicate areas of low water flow. If you are properly skimming and you have adequate turn-over in your system, then you might think about adding or increasing the flow from your powerheads.
 
New sand & live rock are high in silicate. Diatoms love silicate. It should go away if you use R/O. If it does not go away, consider adding feric oxide type filtration to remove silicate. Other possible contributors, poor lighting, high Alk or PH.
