Way to test ballast for power compact?

I believe I have a bad ballast for a square pin bulb on one of my coralife fixtures. Is there a way to test the ballast other than plugging in the bulb?

My belief is that there is no way to fix a ballast, I must replace it. Is that correct?

It is a 2 x 65w fixture.

I have tested the other ballast and it works fine. I have cleaned all the pin connectors. I have power to the fans which run on the same circuit as this ballast.

I have a multimeter for volts but cannot get reading even on the good one.

I did open up the ballast and one of two small can capacitors looks greyish like it got too hot.

I did a search and read that someone suggested that the capacitors burn out. I got some replacements and installed them but I got a dead short on one circuit. I am really no good at electronics. I went ahead and ordered a new ballast but the "fixer" in me still wants to understand why the old one doesn't work.

Not that anyone would read this but I did complete the repair. I ended up changing out the ballast with a new one. This fixture goes above my QT.
