Upgrading Tank

I'm about to upgrade from my 28g to a 38g and had a question about adding dry base rock. I have about 30 lbs of live rock in my old tank that I am moving over and want to add 10 lbs of dry base rock. Do I need to do anything to the dry rock before I add it or will it be fine to add it at the same time I do the upgrade?
 
If you can rinse it off with a little water from a water change then add it to current tank now it will be better to let it start absorbing some of the bacteria before the move.

If the rock was used before I would boil and sun dry first to prevent phosphate leaching. (I learned the hard way...) if it's just plain rock just rinse dust off like Ecko said.
