Tools to cut PVC?

I need to make a PVC container that looks very much like an oversized Calcium reactor - with a flange, O-ring, and screws on top so it can be opened.

What is the best way to make a clean edge cut on an 8" PVC pipe?
What tool and bit should be used to cut the circle shape for the flange and lid from a PVC sheet?

I use a Miter saw on all my PVC. It gives me good clean straight cuts and if you need it any smother take a straight flut router bit and scrape it along the edge. This will allow you to remove any cut marks left behind.

As far at cutting a circle I would use a drummel tool for a hole that big.
Take a square piece of ply wood about 9" attach the piece of acrylic to it with a small screw dead center of the hole. Leave it loose enough so the acrylic can spin freely on the plywood. Mount the plywood on a work area so it will not move. Now take the drummel tool and position it at the edge to the hole. Secure the drummel so it will not move. now rotate the acrylic around the screw. You should end up with a nice circle.

If you can not figure out how to keep the drummel tool from moving take a piece of dental floss and tie a loop in it. Loop it on the screw and attach the other end to the drummel tool 4" from the center (radius of circle) now rotate the drummel tool around the screw to for a circle.
I recommend lost of practice this is not real easy.
