Surface Skimmer for Aquapod 24 question

I have a question maybe someone might be able to help me with?

I have an Aquapod 24 and cant seem to get good surface skimming with it. I have the stock pump which seems to give me good water flow.
In the back I just have some rock rubble and one of the sponges (which I cut down a bit).

Should I install all the weir plates? Should the water lever in the first chamber be lower than the tank level?

For some reason I just cant get a grip on this one problem.

Any help from someone would be greatly appreciated!
Thanks
Glen

Yeah definetly all the wier plates should be in. So only the top square is open, it skims surface fantastic like this. It's also a good idea to replace the stock pump with a Maxi-Jet 900 or 1200, both provide more flow at less wattage so will help the heat problem a bit.

With all the wier plates in, the water level will be about an inch lower in the sump area.
