RO help

I am having trouble with my RO system I recently changed my filters (about two weeks ago) I flushed it for a good hour and got from 80 down to 0 on my meter randomly. I thought I got it flushed good but tanks still growing algae and today I tested my RO again and its at 25 coming out. I do have a spectrapure "mini" bladder but where am I getting this bad water? If i let it run for a while it will finally get down to 0 but after i turn it off and then back on a little later it comes up to 25 or more. any ideas where this bad water is coming from. my water coming in is 160-170.

Any help would be greatly appreciated. I just bypassed the DI part of it to see if that will do any good but I doubt thats the problem.
 
thats what I'm having to do right now, but It wasn't like that before. just becuase the water stopped has never made it do this. I'm wondering if my bladder or some of the filters are holding some of the old water and slowly releasing it or something.
