Quartining sand and rock

If it's been in a tank with fish (or in a system connected to a tank with fish) and those fish didn't go through strict quarantine in the last 6 weeks, yes. It could harbor the cyst stage of ich.

Yup, treat it like a tank- water changes and flow; light is optional unless you want to maintain coraline algae.

Never a bad idea. Unwanted pests can be introduced if not QT'd. Most people do not do this but I think it is great if you have the time, patience, and resources to do so."]

Patience is the problem....but I'm learning the hard way

Also would you feed the bacteria occasionally with a little flake food?

ps..thanks for the help

I would be sure the rocks do not have any aiptasia, flatworms, and other unwanted pests. I never have QT'd LR, but have placed them in the sun for a few days to rid of aiptasia.

Yes. You would most likely lose all life(including coraline) in the rocks. The good news is that you would have some control of what comes in.
