problem with halides

Hey all-
I have a four foot maristar light, that has the T5s and two 250w de halides in it. The halides are not working. When we've had power failure in the past, we usually have to turn the lights off (at the ballast) and then turn them on again in a little bit. We've had trouble with the one bulb not lighting up from time to time.
This morning when I went to turn on the halides, the bulbs started to light up, then after a couple of minutes, they just went off. I tried turning them off and waiting and turning them back on, but now they won't even start to light.
Is this most likely a ballast issue? Bulbs? I'm at a loss here...

Ok, with the use of a VERY long extension cord, we've discovered that it isn't the light. It's the outlet.
Our (rental) house is apparently wired on two breakers. The whole house.
*sigh*
Any electricians that would be willing to come out and have a look for cheap?
