Mystery white substance growing in my tank

My 20 gallon tank is plumbed and looking really sharp. I keep the lights off because I have a single clown in there keeping my tank running while I put the finishing touches on it. Out of nowhere this white spiderweb of stuff starts growing in my tank!

The lights are on the show the substance but the tank is dark 23.5 hours out of the day.

At first I thought it was from my long spine urchin that I had so I got rid of him. Then I thought it was bacterial like cyano but I'm at a loss now and want some answers!

I do not believe it is an algae at all. There is no light. I feed one pellet at a time to my fish and I run phosphate media on the tank suitable for a tank twice the volume. Needless to say my phosphates are in check.

Any guess is as good as mine!

Possibly but I can't find any signs of a critter like that besides the web like substance. And I have zero coral and I inspect everything I put into the tank carefully. That doesn't mean an egg or something didn't sneak in somehow though.

These little guys are tiny. Full grown maybe about 1/4" tall most of the time they hide in the rock work.

Sent from pay phone in the airport.
