More VHO lighting problems !!!

I have VHO lighting im trying to put together myself.....and its not working. I followed the ICE cap ballast plan exactly, with the wires, adn the lights went on for half a second and then go off for good. I ordered some new end caps to see if thats the problem, any body have any tips or ideas, If the endcaps dont work Ill hire some one to come to do it for me, when I get back in town. Btw its a 660 Ice cap on 4 36" 95 watt VHO bulbs. Thanks in advance.
 
Did you check the fuse on the ballast?

I would pull all the wires, make sure they're stripped to the proper length (5/16") and rewire.

Why do you think there's a problem with the end caps?
 
make sure all the lights are secured in the endcaps correctly. The 2 prongs that are on the lights should fit snug and you should be able to turn the bulbs and hear a click. If one bulb isnt getting a good connection they will flick on and immediately off.

Fuse would be the first thing to check.

I would also check all connection points. ie end cap connection, any splices, and also they power plug.

Was the 660 new/used?

What about your bulbs? Are they new?
