I am curious if I have a 36 gallon tank with say 7 gallons worth of sump will this allow for any fish outside the 30 gallon cap

It would allow you to keep a slightly higher bioload, but thats usually not the limiting factor for size of fish, or quantity.

Different fish need different amounts of room to swim around in. That is the limiting factor on what fish you can put in what tank. Now for quantities, fish need to be able to setup territories. Cram to many fish in to small of a tank and there will be fights. If the fights don't kill fish, the stress will.
