Anyone know what this is? I haven't come across anything similar elsewhere. It is smooth and hard like porcelain and where the white spots are, very fine hairlike polyps extend about 1/8 inch every couple of days.

blue ridge coral is my guess. is the brown part really shiny when the light reflects? If you frag some and are willing to kill the frag you will notice it is the only coral with a blue internal skeleton, unlike acro/montipora which typically have white skeletons.

If I am correct there you will notice more polyp extension change as they are a great Biological indicator's, and I have had one in every tank I have owned.. If the polyps are fully extended (which yours do not look like they are) then your tank is in great shape. Meaning little to no nutirent content. I used to do water changes based on the polyp extension of these little guys.

Just my .02

I think you are right. Part of it broke off when the tank was moved and the chipped part revealed a dark underside. It's not exactly 'shiny', but it is hard and smooth. You're probably right about the polyp extension being a biological indicator - I just posted another thread with my concerns about my existing setup and water quality. Do you have a pic of yours with the polyps fully extended? How much light, flow do you have on yours?
