Saw this little guy on a power head, and I pulled him out just in case. One shot shows him glistening a bit in a cup, but his mantle doesn't extend up his shell like a cowrie.
I don't think so. Put it in your refugium if you are worried. It looks more like a trochus to me, based on the shape of the shell. A whelk looks quite a bit different.
