How to Clean crystalized scum off aquarium

I picked up a used aquarium and the black plastic rim is covered with this crystalized stuff. The HOB filter and hood lights are covered with this stuff also. I got them soaking in water over night hoping that it will loosen this stuff up. Any ideas?

Howdy,
Add lot's of vinegar to the water and soak overnight, works like magic. :wink:
