Should i just use a basking lamp to put the bulb in

All you need is a socket & cord. I use the $5 clamp light from Home Depot. I removed the aluminum reflector and the clamp, and just secured the cord to the ceiling (underside of the stand's surface) over my sump.

I have a fluckers basking lamp for reptiles and the bulb fits it is it okay to use.

If you get the right bulb (the one I suggested above), you will not need the reflector. Just unscrew it and set it aside, and secure the light above your refugium where the bulb will remain dry. Especially, make sure the bulb stays dry if the return pump is off and the sump / refugium fills up with more water.
