So I have never noticed this film before in my tank, it's about 4 months old.

I believe that film develops when the surface isn't broken properly.
Whether it be from an inefficient overflow, or lack of water movement.
I'd point a power head up towards the surface.
 
Good call on the surface skimmer! I just installed an ATO on my nanocube and noticed I had the water set to high. It was bringing the water level above my overflow, so I wasn't gettin any surface skimming action. Thanks for reminding me guys!!!
