Middle to bottom of the tank if you are running T5 or higher, medium flow. Feeder tentacles typically come out an hour after lights out so if you want to target feed them, thats the best time. Targeting feeding is not always necessary but it does help it to grow faster. I target feed mine Mysis Shrimp about twice a week.
 
Its best if you get some reef safe epoxy and use that to attach them to the rock. I tried just sitting them on a rock but the snails will knock them off daily.
 
BTW if you want them to grow really fast epoxy it to a "frag tile" and as it gets bigger keep adding frag tiles. They are the best as they provide large surface area for the frags to grow onto and it will seriously encourage growth by a lot (since It wount have to build its own "base"). Not scientifically or anything but if you do that to acans and favias they seem to grow about 40% faster simply because they dont use up their energy to build skeleton.
