Dosing tube placement

My Alkalinity tube gets caked up at the end of the tube. I have it below the water line. Is that the reason for the caking? If I shorten the tube above the water to drip into the water, will that solve my caking problem?

I keep mine above the water line and still have to periodically clean it. Probably because I am getting a bit of light splash from where the overflow feeds into the sump. If I shielded it somehow, I probably wouldn't have as much of an issue with it.

This, mine drips as well and I know some light splashing occurs from bubbles in the drain line.
