Crazy cyano problem

I made a new friend over the weekend and he showed me his fish tank. It only has a couple damsels in there and has thick cyano covering every rock and all over the sand and glass. He kind of gave up on it after battling the cyano and just left it running.
I told him with that much cyano that he should just take the rock out, scrub it, do a huge water change and re-cycle the tank since he's not in a huge hurry and doesn't have anything in it.
Any suggestions on what he should do?

Yeah. I'm going to try to take him shopping to get some things like a fuge, skimmer, powerheads. I'm also going to go over the basics, water changes, etc.

I gave him a DFWMAS card, so he'll hopefully sign up soon. I've been passing out tons of cards that Wes gave me :) They're great for when the lady at PetSmart buys a lunar wrasse and asks if it's salt or fresh water as it's getting bagged up.... :?

I just figured that cyano was such a pain to get rid of under normal circumstances that with this problem, it might be easier to start over and to do it right this time around.

Oh, and I don't know how old his bulbs are. I think I asked him that question and they weren't that old, but I might have a had a few drinks that night and don't remember...

Thought it doesn't solve the underlying problems, it's certainly a good quick fix for the symptoms. . .Chemi-clean worked really well. That may get his attitude back on the positive side while he addresses the real issues (flow, nutrients, etc).

It came recommended to me from somebody who unquestionably knows the hobby (melev) and there are no undesirable effects that I've noted or heard about (including livestock, macro, inverts, sandbed, etc).

Again, it doesn't fix the problem, but it might help him get excited again when he sees a clean tank.

Thanks for all the helpful tips. I think that a big part of it is his loss of interest. And once we get the tank cleaned up and set up correctly and now that he has a support system, that will help a lot.

Plus, this gives me another tank to fiddle with, so I'm excited to help him out and get it looking good.
