Most likely... but its always an individual sort of thing. The shoal tang will be be the king of the tank, the question is will it tolerate the hippo and will the hippo back down. Hippos are typically a less aggressive species so chances are it will back down, but will it back down and not be constantly picked on will be the question that only introducing will answer. Many have multiple species including a shoal, so it can happen.
