Brown Slim on sandbed and rocks?

Hi guys, what causes a thin, brown slim to form on top of the sand bed and covering the rocks? is this harmful? and how to get rid of it? My sand sifting starfish is not sifting any sand and the goby is not sifting any sand with the slim on it. I'm thinking it's the lack of water flow? i just bought a new powerhead and it's blowing water like crazy right now, so hopefully the slim will stop forming. is anybody else having this problem?

Is this a tank that has been recently set up?

Sounds like you need something else in your tank to turn the sand. Snails, hermit crabs, conchs, etc. Sandsifting starfish tend to eat all the life out of the sand, and once this happens the sandbed is dead. And then stuff grows on the surface that you don't want to see.
