Ballast aging or replacement chart?

I am working on an old used fixture that is about 6 years old. I had a flickering bulb and so I replaced the ballast. When I hooked up the new ballast it was at least TWICE as bright as the old ballast. I think most people know to change their bulbs out every 6-12 months but I have not seen a chart on ballasts.

Is there a chart showing the age to replace your ballasts?

The ballasts I was replacing were SunPark with the same ballast.
 
e-ballast? Is there information I can read about these?

It also makes me wonder about aging LED drivers. Will those also degrade over time?
