Apex Energy Bar Voltage Help

We have our titanium heaters plugged into the energy bar. We noticed thatwe were getting 55VAC stray voltage so we started unplugging things to find the issue. process of elimination showed the heaters were the issue BUT the apex ports for the heaters were set to off. We are getting 12VAC through the energy bar port when it is set to off. If we plug the heater into the port we are then getting 55VAC stay voltage.

Has anyone seen the apex power bars do this before?
 
Plug something else into that port besides the heater see if you are getting still stray voltage
